Speedo cable thing

    Was cuttin up a 72 today and there was this thing inline on the speedo cable under the dash and it plugged into the wire harness don`t remember one of them before. So what is it I know someone knows what it is.

    Has something to do with emmisions I believe. Is it a California car? The one car I used to have had that do-hickey was a California car.
