It's like this scott . The state rep.would get a list of people in his or her state that want to be in this. It would be there job to get a map out and plan a route for the camara. Crossing state lines is not a problem if the reps. comunicate a little Im sure a good route can be planed. No big gaps in my plan just more camara's. ALL involved share the camara and developing cost's evenly.or they lets not go there. Any ?'s
