Later Fenders on a 70

I got some fenders from a later model and i am going to replace the rusted ones on my 1970. I was thinking about having the new ones i got cleaned up and primed but didnt know if i should make the notch before that? or After? or if it matters. Is there some sort of template or should i take the old ones off then match the notch to those?
