I have a 65 comet 4 door 289 that im putting the c4 into right now and i just noticed that there isn't even a vacuum line ran to the back for the vacuum modulator. Does anyone know where the vacuum line is supposed to connect to on the block?

if it needs a vacuum then it should come from the manifold or anything below the carb throttle blades

It connects directly to manifold vacuum.
It needs to be made of 1/4" steel tubing with a short piece of rubber hose at both ends.

They go to the vacuum modulator when it has two connections on it.
Use just the larger of the two lines and connect it to the rear fitting.
You could also switch to a "green stripe" modulator but you will have to modify the clamp that holds it in place to clear the hose to the modulator.

    Hey there Paul

Both lines are hooked up at the Tranny side. ( c-4 )
I am just not sure where to hook them up on the engine side One is already hooked to the intake .

The car up shifts fine but it never has had passing gear capabilities ? maybe that other line controls that?

The kick-down linkage controls passing gear.
The small hose to the modulator hooks up to the vacuum at the EGR valve or at the firewall manifold.
