I have a 76 250 straight 6. I failed 317 hydrocarbons (220 limit) and 9000 CO (1000 limit). Are there any simple fixes, or has anybody had this issue and fixed it? Thanks for any tips you have!

At what point is it that the car is old enough not to have to be sniffed in Oregon?...Here in NY i think it's 25 years.....

Your carbon monoxide is 9 times the pass limit. You are not getting a complete burn.
1976 had a catalytic converter, correct? Is it still installed? If is was factory, then the test pass/fail parameters will be based on a working converter based exhaust system.

Also, he must be tested because his car is post 1975:

Emissions testing is required as follows:

    • In the Portland area, 1975 and newer model years must be tested (view detailed information).
    • In the Medford (Rogue Valley) area, vehicles 20 model years old and newer must be tested (view detailed information).
    • In these areas, cars, trucks, vans, motor homes and buses powered by gasoline, alternative fuels (such as propane), and hybrids must be tested.
    • In these areas, diesel-powered vehicles with a manufacturer's gross weight rating of 8,500 pounds or less must be tested.

Do you have a Cat. converter. Doesnt look like you do or its dead with co that high. NO quick fix for those numbers. It needs to be diagnosed. Running issues and cat function. Cat is easy to check with an in and out test at an equipped shop.

CO that high is usually a carb problem( you could almost pour fuel down the throat yourself and get a better mix) and lack of, or completely dead catalyst. HC will be high also with this condition due to the lack of complete combustion.

Funny that was my first thought. :16suspect Must smell awesome. Bet the cats fried with a mix like that???
I cant believe they test vehicles that old. Ours goes back to 1988 and historic plated vehicles are exempt also. Mind you our vehicles are rusted off the road long before they hit exemption age.

Ours is 25 years, but could be exempted for seniors with very low miles per year.

I'm just so glad we don't have that crap here!
To help you, though, try to have your engine tuned as well as possible, make sure your choke opens fully when warmed up, and make sure your air filter is clean. :D

Thank god I don't live there or else I'd have to smog the mav! :D here in California it's 76 and newer. It used to be 30 year and older but they changed it to a fix year now.

:) Yeah emission testing sucks here in Utah too! Mine failed to high/much? In park then I remembered that I forgot that I half-a$$ed the fast idle cam while doing various mechanical restoration the summer before. Being impatient I lucked out we have a small off the beaten path shop in town that does all lot of work on older cars $85 later $60 to set & $25 for emission testing + 1 day equal = nearly instant gratification of the soothing rumble of a 302 It really is soothing just rumbling along at 40 mph my dog likes it too!

Thanks for all the replies! Here in Oregon its 75 and newer that must be tested. I had in a brand new air filter, and I do have a cat that (I believe) works. There's a few vacuum hoses that I have to hook up and make sure they all work right. But my main issue here is not wanting to pay a fortune to a mechanic for something that my dad and I can do, since he's a trained mechanic too. We just weren't sure if anybody knew exactly what would help. I'll try out what you guys said, but keep the replies comin!

Here in phx, az it is still 1967 & up must be tested. It's ridiculous, unless you have classic car insurance.
