I bought a 76 Comet with a rebuilt 200-I6. The PO could not get the car started. Nor can I.
Here is what I have done:
    1. Reset the distributor, is was off the mark.
    2. Reset the plug wires.
    3. There is power to the coil. With a test blub it light up on both the pos and neg of the coil.
    4. Verified wiring connections.
    5. Tried a module from a DSII.

I get no spark from the coil, distributor or plugs.

What do I need to do next?

Using a test light, see if the - side of the coil ( green wire ) goes on and off while cranking. If not, use a DMM and set on the AC scale, check the voltage of the pulse coil while cranking. I have actually used my tongue for this test! Just unplug the three wire connector at the distributor, stick your tongue on the three leads on the distributor plug, and have someone crank the engine. You will feel like you are touching a nine volt battery to your tongue, with a pulsating on and off. It may be uncomfortable to you! If it feels this way, the pulse coil is good. The problem with using a DMM is that some of them won't react fast enough to give you a reliable reading. The pulse coil will not have enough power to light a test light either. If you happen to have an old analog voltmeter ( scale and needle ), that will test the pulse coil sufficiently. All you are looking for is a pulsing current. :)
If these tests prove Ok, then I'd replace the ignition coil. :)
Edit: I forgot to mention that if the ignition coil - stays on while cranking and the pulse coil functions as described, the module is bad.
