Since I am having little luck finding a steering column without a shift lever hanging on it, or a clutch pedal assembly, what else could provide the donor parts with little trouble? Mustang II, Mustang, Falcon?

Pretty much outta luck ... nothing will swap with "little" trouble ... anything besides Maverick parts will require modifications. I am not aware of anyone using non-Maverick Clutch/Brake pedals in a Maverick. I do know there are some that have swapped in non-Maverick Steering columns with some mods including grinding, cutting and welding.

I would just cut off the shifter lump and grind or smooth it out. Then take some thin sheet metal, cut it to size, and wrap it around the collar. Secure it at the bottom with sheet metal screws. Once painted, it will look factory. I also should have a brake/clutch pedal assembly. Email me directly.

I cut, ground, and epoxied my shift collar on one car.
Another car, I couldn't find the Maverick pedals, so I got a mid-60s Falcon set. I figured it should be 'close enough'.
    It wasn't.
I ended up gutting the Falcon bracket and hybriding the 2 brackets together to make one Mav suitable part. (Falcon clutch pedal and bushings, combined with the Mav auto brake pedal and bracket. The auto brake pedal had to be sectioned of course, then fitted with the Falcon pedal pad.)
