you might try looking to DART or TFS or maybe Brodix for a set of good fully assembled iron street heads for a windsor. it would probably be much more cost effective and worlds easier, not to mention the improvements in breathing of aftermarket heads is way ahead of anything that detroit or even speed shops in the 70s could come close to. after all the machining and modifying the cleveland heads will probably cost twice as much and flow less!!!
