Which Muffler??

I am undecided on which muffler to use , a 2 chamber Flowmaster or 3 chamber Flowmaster? I currently have 2 1/4 dual exhuast with headers and I want as much performance as possible without getting a ticket.Any recommendations please, also is a 2 chamber Flowmaster really illegal for the street in California?
