In areas of high humidity or rain, sometimes this occurs. It's condensation that turns the oil on the cap milky. Now if it is also showing on the dipstick and is indicating overfull, thats serious. Blown gaskets, cracks, etc. Don't have much knowledge on VW's but living in the south, see this condensation on a lot of equipt.
