Pretty sure it sounds like a bad pump. Stick a Q-tip or something similar in the pump and scrape the bottom to see if any metal comes off on it.If you get a few or a little bit of shavings it may not be, but if you get alot of pieces/chunks or shavings you may have found your culprit.Also be sure the engine is turned off and the pump isn't running when you do this.(safety disclaimer)Look for excessive metal shavings in the power steering fluid as well.Use your own discretion as to how much shavings you think is too much.My rule of thumb is if it looks like too much to me, then it is, if I'm not too sure get a second opinion.
