Like the other guys said, keep playing with the timing and make sure it's getting fuel. If you've got spark and you've got fuel, it's eventually got to fire. I rebuilt an inline 300 one time for my ex-father-in-law and it took us half a day to get it cranked. Turns out it was the timing, so that would be my bet.
