The only proper way to fix rust is to cut it out & weld in new metal. What you see is usually only a portion of the rust that you cant see. Go to a good body shop & have it fixed right. If you lower quarter is that bad, then the inner wheel well & trunk drop is probably in need of repairing also. I have used 67 Mustang inner wheel well patch panels that work pretty good. The trunk drop is straight sheet metal. Unfortunately, for the outer skin the only thing available is the entire quarter skin which run about $150. Sometimes you can make a patch depending on how bad it is.
