There's not much to the innards of the wheel itself. The problem may be in your turn-signal switch, which is where the contacts for the horn circuit connect to the back of the wheel. If those contacts are worn, or if a spring is broken or missing (they are spring-loaded to maintain contact as they wear), then the horn won't work at the wheel. As you may know, these switches are harder than heck to find, especially for earlier cars like yours (and mine). You see them on Ebay from time to time, but they usually run more than what I'm willing to pay for one. Hope this helps.
