:1. What should I do for the best budget prep for my car, around $250.
Not sure what you mean here...but if you want to prep your car for paint, I would suggest taking off most of the items that you don't want paint on, like trim, etc. Also, at the "budget" paint places, they tend to skop on sanding, so I would suggest you sand the car yourself, and do a good job around the edges, around the door locks, handles, etc. Of course, I would suggest removing those items.

:2. Should I paint the car and then put on the new vinal top, or vice versa?

Paint first. Be sure to remove the vinyl top when you get the car painted...just to makle sure there is no rust under there.

:3. I need to get new fenders, will 73+ work on a 70? I know some of them have notches but I forgot which ones.

1970 had the notches. You can notch the later fenders if you need to.

:4. How long after the base/clear paint job should I wait to put on the decals?

They can actually wet sand and buff your car within a day of painting. I would pay extra and get this done. You can take a "ho-hum" paint job and make it come alive with this process.

:5. On my roof I have a small baseball size dent that needs popped out, Am I going to have to take out my headliner for this? Do they make a tool so I won't have to?

A good shop can pull this out by welding on a rod, then pulling on the rod to pull the dent out.

:6. How do I get the chrome trim off that covers the bottom of the vinal top from the quarter window to the rear window? Am I going to have to take down the headliner for that too?

No need to remove the headliner, just open your trunk and feel up in there. You will find them.

:7. Anyone in Colorado know what all is absolutely required to be on a car to operate it on roads? I want there to be as little extra stuff (ex. headlights, trim, bumpers ect.) as possible when I take it to Denver to get it painted.

I would leave on the tailights...just take off all nuts but two, and remove those when you get to the shop. Not sure how far Denver is for you, but you also might want to leave on the bumpers. Just loosen them up at home to make sure they are "free", retighten, then remove at the shop.
