What I mean by flipping is that they took the tires off of the front rims, now that the tires are off of the rims lets say that one side is "A" and one side is "B", A is facing the outside of the car (the side that is visible from the street) B is facing inside (the side that you can not see from the street) by flipping them side A is now facing the side the you can not see from the street and side B is now facing the side that you can see from the street. I hope that this clears things up.
