This came to my attention through the "Hot Rod News", a custom and rodder's mag distributed in Western Pennsylvania. A bill (AB 1390) has been introduced in the California legislature that would allow vehicle manufacturers to destroy pre-1970's vehicles, in exchange for credit toward their obligations under the state's Zero Emissions Vehicle (ZEV) program. The owners who surrender their vehicles would receive a voucher of at least $2500 for the purchase of a new or used vehicle. The legislation would create a "back door" scrappage plan, aimed directly at crushing "muscle car era" and older vehicles. I realize that California has significantly different emissions regulations than the 49 state autos produced in modern time, but this can open the door to environmentalists to create legislation in all states in the same direction. If any of you are Californians, you know what you must do. To the rest of us, we must remain vigilant to protect our interests in our classics and rods.
