:..Yes you are. Most cars have no control but some may have a manuel inline control with some yet having a control cable to an inline valve. I guess we were assuuming that there was a control valve in this case. I can tell you that it is vaccum operated and is somwhat expensive to replace. I'm on the second one.

Mine cost $15 at NAPA. That's not too bad. It is a universal superceded part number that doesn't look much like the original, but it works great. It's also thermoplastic, so it won't rust like the original.
