Dave, would you tell us what year and what engine your working on. What problem you think you have and why you think the engine is running rich. The idle screws you mention are controling air not fuel, is why there's not much change. It has to do with emmissions where the carb internal passages was changed so the public could not adjust to far away from factory setting. I'm assuuming that your carb is the 2100 series Motorcraft 2 barrel. If so there should be a throttle solinoid,dashpot involved. First make sure there is no vaccum leaks. If things have been changed to a nonstock setup then its quite a different story. Let us know some info. Ken
