Yes the 155149 looks bad ,either way a torch cut ,or crack is not good if it is in the frame rail. Looks like a previous rear end job.
Its that hole under the air filter:rofl2: No seriously check for a loose vacuum hose, pcv valve ,twist the carb by hand to check for looseness....
One picture has a hole and a crack, yes this can be corrected. It should be done by a competent Welder, by the frame specs. I would not patch this...
If its mechanical things can go wrong! Try backing off of the choke by the adjustment setting. Then let us know.

Im gambling to say that you have the wrong water pump pulley. You could shim out the crankshaft pulley if you are not using A/C or powersteering....
