Yes. I am assuming that whomever cut the wires - only did that (didn't make any other connections to anything else, for some other modification)....
See attached PDF. Look at 2nd page, upper left. You'll see a square unmarked box (should say back-up switch), it connects to the Radio wire...
Power to the Back-Up Lamp switch is a Pig-Tail to the Radio Power. Perhaps it came off...? See attached wiring diagram.
