With it mounted as in your pic, it won't fill completely. Totally normal to have some air in it! If you mounted it vertically, with the outlet on top, then the air will purge. Having some air in it won't hurt a thing, or affect the performance. :)
To add to the discussion about holding the throttle wide open for a flooded engine, most carbs have a linkage to kick the choke open if it is closed. That will also let more air in! :D
I just noticed that it looks like you still have the old fuel filter still on the carb. I'd change it too! :)

Good catch! That sure won't help fuel flow if it's never been cleaned properly either.

    New fuel pump and points

Installed new fuel pump and she's getting plenty fuel. New points didn't change anything. I can ease up to 60mph and all is well. But anytime I give it a little extra throttle it starts spitting and sputtering. As soon as I back off the throttle a little she runs fine again. A friend with a 74 Bronco said his was doing the same thing and electronic ignition fixed it. $115. Anyone agree with trying this?

    Pertronix

Added Pertronix igniter this weekend but didn't help performance much. This morning she wouldn't start so I read the Pertronix instructions. Sure enough, my coil was only putting out 1 ohm and the instructions said 1.5 is needed for their igniter. Added new coil and fired right up. Now the master cylinder is dying. Ordered one today. Napa was the only place on the planet that could get one for manual drum brakes.
    Does it ever end?

Nope, 40 + or - year old parts will indeed break/wear out/give up the ghost or just plain quit, keep plugging away at em' and enjoy your OLD car!
