    I have an X-pipe, and mine is not that loud. It depends
    on what comes after the X-pipe.

    Yes, it does depend on that... but if you have 2 systems that are exactly the same except for H and X, the X is louder.

    That is why I say that if you are on the ragged edge of 'legal' or 'acceptable' volume, choose an H over the X for a slight edge.
