First, try pouring a couple of bottles of DRYGAS in the tank. (to get rid of accumulated condensation)
Second, Disconnect the EGR Valve. Remove it and clean the port. Use a wire brush on a Dremel tool, or an old piece of spedometer cable. The old buildup can block it "open" even if the vacuum hose is removed. You can do this without taking it off of the car.

Or you can spend and get a 1 inch spacer to replace the whole thing.
