Being from NY I have to disagree with you on your view that the car is worth 4k simply because it will pass NY's "tough" inspection laws. Having had many a car inspected there, including a $100 Duster, $300 Dart, and $1200 Mav, all of which leak fluid, had bad exhaust, etc., I know that you can take your car about anywhere and get it inspected. They don't even check emissions, unlike some western states--they're the unfortunate ones that have stupid inspection laws.
