Your problem Ben is rusted cowl vents. i covered this subject previously on this board somewhere. Look for a response titled: "Cowl Vents 101".
This is not an easy problem to fix, but an easy one to avoid. You can: 1)Keep using the ice cream buckets. 2) Never get your car in the rain. or 3) figure out a way to close off the vents in front of the windshield to keep water out of there.
