Car killing problems revisited

I found out something interesting over the weekend.

I did a lot of work to my car in the last couple of months in order to get it to run
correctly and it seemed to get better but not perfect yet. I rebuilt the carb head etc
and did a full tune-up. I took the car for a drive and it drove perfectly around town,
out on the highway it ran good, full throttle etc. all good. Except for a stall when I
tried to do a brake torque, it started immedialtely and ran rough, I shut it down and
resarted and all problems went away.
I put the car away for the night and came back
the next morning, it started right back up, I drove it to the front of my garage shut it
down and prepared to double check carb adjustments, timing dwell etc. I started it
up again and in 3 seconds it shut off again like it did before, like somebody turned
the key off. I restared it and attempted to keep it running by hand choking the engine
when it attempted to die which was every couple of secs. I was detemined it was a
fuel delivery problem since it did the same thing with two different carbs. I took off
the fuel line from the fuel filter and noticed the gas that ran out looked like extremely
rusty water. I then cranked the engine over with a remote starter switch and noted
the gas that came out. It flowed rusty orange for a couple of seconds and then
completely cleared up. I then hooked the fuel line back up and the car started fine
and ran beautifully.
I'm thinking I have water in my tank. I guess it settled to the bottom as it sat over night,
the car started with the fresh fuel in the bowl and when the bowl filled with the tank
gas it introduced water to the car and caused it to die.

Does this sound correct???? Has anybody had a similar problem???
How can I fix this without draining the tank? It there an additive I can use to get rid
of the water?
