Timing should be at 6 degrees advanced. If your vacuum advance wasn't working, it wouldn't affect idle. Let me ask you, does your engine's idle speed wander? Like will it idle, then speed up for a few seconds, then go down again? Or does it chug while idle? As far as the highlight situation, does this happen only when the car has been sitting for awhile(few hours), or every time you turn them on?
